3.1. علاء الدين الأمين — اختطاف وتعذيب وقتل (السويد / سوريا)

علاء الدين الأمين، رجل كردي يبلغ 33 عاماً ويحمل الجنسية السويدية، سافر إلى كردستان سوريا في سبتمبر 2025 بقصد الزواج. في 20 أكتوبر 2025 اختُطف قسراً من منزل عائلته. لمدة ستة أشهر لم تُقدَّم أي معلومات لعائلته. تعرض لتعذيب شديد قبل أن يُقتل بوحشية.

سُلّمت جثة الأمين إلى عائلته في 8 مارس 2026. كانت المنظمة قد أصدرت تقريراً مزوّراً يدّعي وفاته بـ"أزمة قلبية". أثبت فحص طب شرعي مستقل أن الوفاة نتجت عن تعذيب شديد.

في 10 مارس أُضرمت النار في خيمة العزاء في القامشلي وهُدّدت العائلة. اعترف مظلوم عبدي في 11 مارس بأن الأمين اختُطف من قبل وحدة تابعة لهم.

إن كون الأمين مواطناً سويدياً وإقامته 11 عاماً في السويد يشير إلى أن القتل تم بأوامر من هيكل PKK في السويد. كما أن الاتصال بوالده من رقم سويسري يكشف شبكة القتل الأوروبية.

Fahreddin Tatlı, a PKK member residing in Switzerland, published systematic threats targeting the Kurdish public via the X/Twitter platform during March 2026.

On 11 March 2026, posting from the account Medianethaber (@medianethaber21), Fahreddin Tatlı wrote: "You won't just run your mouths from wherever in Europe you've gone. You think you'll come back and holiday like nothing happened! Is that how the world works! Forget it! Memory doesn't forget!" The fact that this post was made following the torture and murder of Alaaalddin Alamin was assessed as an act of intimidation directed at Kurds living in Europe.

On 18 March 2026, Fahreddin Tatlı recorded a video in which he explicitly threatened Kurds who refuse to submit to the PKK with physical violence: "If you insult the movement, the leadership, the party, the youth won't be able to hold themselves back — they'll insult you too, they'll beat you, wherever they find you they'll smash your face and nose. That's how it is. We've been telling you this for years, for months."

Most recently, on 29 March 2026, PKK member Fahreddin Tatlı published explicit insults and threats with the note "Purge — Those involved in digital counter-activities will be held to account": "We will do our utmost to remove that mentality from these spaces. Wherever we see them, we will spit in their faces. Whoever they are. Inside, outside, in class, in a queue, on the tram, at Migros, at Coop, at Denner, at Müller, at Aldi — wherever in life, wherever we find them, we will confront them and give them the response they deserve."

Violated Rights: Freedom of expression (ECHR Art. 10), right to respect for private life (ECHR Art. 8), prohibition of discrimination (ECHR Art. 14).

3.3. Hasan ÖZDEMİR — Disinformation and Threats (Switzerland)

Hasan Özdemir, believed to reside in the Canton of Fribourg, Switzerland, spread disinformation on 11 March 2026 via the X platform regarding Alamin, who was killed under torture, and explicitly threatened Kurds who criticise the PKK by stating: "There is no excuse for treachery and villainy, nor forgiveness."

3.4. Doğan YILMAZ — Glorification of Murder and Threats (Germany / Berlin)

Doğan Yılmaz, residing in Berlin, Germany, shared content glorifying the murder of Alamin and issued threats and insults directed at multiple members of the Kurdish public during March 2026.

3.5. Zilan HACI — Child Abduction (Germany / Syria)

Two daughters of Zilan Hacı, a resident of Germany, aged 12 and 13, were abducted by the PKK in Syria on 2 March 2026. The PKK's practice of abducting under-age Kurds, radicalising them, and conscripting them into armed service has been documented by numerous international organisations, including the UN Committee on the Rights of the Child and Human Rights Watch.

3.6. Ferzende ALTİN — Digital Threats (Germany / Wuppertal)

Ferzende Altın, residing in Wuppertal, Germany, was threatened on 12 March 2026 via PKK-linked Twitter accounts using her private photographs and family information. The account of Kadri Karadeniz, identified as responsible for digital threats from Switzerland, was also tagged in this threatening message.

3.7. Institutional Threat Against EKRW (Europe)

The European Kurdish Rights Watch (EKRW) was directly targeted with a death threat via X/Twitter on 12 March 2026. From the fake account Ziyad KOÇER (@KocerZiyad), a threatening message stated: "We know who you are. When the day comes, we will hang you from the ceiling by your feet, we swear." The direct threatening of a human rights organisation constitutes a clear violation of civil society space in Europe.

3.8. Besra ŞIK — Death Threats (Switzerland / Geneva)

Besra Şık, a Kurdish woman living in Geneva, announced on 13 March 2026 that she had received death threats from PKK members. Threatened through her family, Şık was forced to delete her posts.

3.9. Cengiz UÇAR — Physical Assault and Isolation (Switzerland / Schwyz)

Cengiz Uçar (pen name Kendal Baran), a former writer for the Özgür Politika newspaper, was first subjected to an isolation order prohibiting him from doing business with Kurdish shopkeepers. On 13 March 2026, he was physically assaulted in Schwyz by a three-person PKK gang. Severely injured, Uçar received hospital treatment and filed a criminal complaint.

Violated Rights: Personal integrity (ECHR Art. 3), freedom of expression (ECHR Art. 10), economic rights (ICESCR Arts. 6–7).

3.10. Macit ASLAN — Threats (Switzerland / Geneva)

Macit Aslan (Macîd Soreyî), residing in Geneva, announced on 14 March 2026 via X/Twitter that he had been threatened by PKK association leaders in Geneva, but was subsequently forced to delete his post. This situation clearly demonstrates the organisation's capacity to silence individuals.

3.11. Other Threat Cases

A PKK member broadcasting under the username "Zindan" on TikTok intimidated the Kurdish public with death threats and directed severe insults at Kurdish women. Another PKK operative in military camouflage threatened the Kurdish public in a video. A PKK operative identified as "Miraz Serhan," believed to reside in Denmark, issued death threats against Kurdish activist Lokman Kadak in Switzerland; these threats were simultaneously amplified by numerous fake PKK accounts.

5.1. European Convention on Human Rights (ECHR)

The violations documented in this report demonstrate that multiple articles of the ECHR have been gravely breached. Under Article 2 (right to life), the murder of Alamin directly engages the positive obligations of the States Parties. Article 3 (prohibition of torture) covers physical assaults and systematic acts of intimidation. Articles 8 (right to respect for private life) and 10 (freedom of expression) are directly violated in the context of digital threats and silencing policies.

5.2. United Nations Convention on the Rights of the Child (UNCRC)

The abduction of Zilan Hacı's children, aged 12 and 13, constitutes a clear violation of the provisions of the UNCRC relating to the protection of children in armed conflict and of the Optional Protocol. In accordance with UN Security Council resolutions on the use of child soldiers (Resolutions 1612, 2143, and 2225), this case warrants international follow-up.

5.3. European Union Counter-Terrorism Framework

The PKK has been listed on the EU's list of terrorist organisations since 2002. The actions documented in this report should be assessed within the framework of the EU's counter-terrorism policies.

5.4. Positive Obligations of States

International human rights law imposes upon states not only the obligation to refrain from violations but also the duty to effectively protect individuals against attacks by third parties. The cases documented in this report indicate that Switzerland, Sweden, Germany, and Denmark have not sufficiently fulfilled these obligations.

FINDINGS AND ASSESSMENT

The data pertaining to March 2026 reveals that the PKK criminal organisation operates a multi-layered oppression mechanism over Kurdish diaspora communities in Europe. This mechanism comprises multiple dimensions, including physical violence and murder, systematic digital threat campaigns, child abduction and forced conscription, economic isolation, the dissemination of disinformation, and the targeting of human rights defenders.

Particularly noteworthy is the organisation's cross-border coordination capacity. Operatives in Switzerland can play an active role in the process leading to the killing of a Swedish citizen in Syria; simultaneous digital threat campaigns can be conducted from Denmark, Germany, and Switzerland. This demonstrates that the PKK operates a highly organised criminal network across Europe.

The fact that victims were forced to delete their posts reveals the effectiveness of the organisation's intimidation and silencing policies and points to the existence of a significant dark figure. It is assessed that the documented cases represent a far greater number of unreported violations.

RECOMMENDATIONS AND CALLS TO ACTION

7.1. To the Governments of Sweden, Switzerland, Germany, and Denmark

  • Immediate initiation of effective criminal investigations into all cases documented in this report;
  • Effective oversight of the PKK's structures in Europe, particularly associations operating under legal cover;
  • Establishment of effective protection mechanisms for victims and their families, and activation of witness protection programmes;
  • Activation of international judicial cooperation mechanisms in relation to the murder of Alaaalddin Alamin;
  • Use of all diplomatic channels to ensure the immediate recovery of the abducted children and their reunification with their family;
  • Investigation of digital threat campaigns and cooperation with social media platforms to identify the perpetrators.

7.2. To the Institutions of the European Union

  • The PKK's systematic oppression against Kurdish communities in Europe should be placed on the agenda of the European Parliament;
  • Europol and Eurojust should initiate coordinated investigations into the PKK's criminal network in Europe;
  • EU member states should monitor the PKK's financing sources;
  • Establishment of a dedicated EU mechanism for the protection of Kurdish communities living in Europe.

7.3. To United Nations Bodies

  • The UN Human Rights Council should place the PKK's violations against Kurdish communities in Europe on its agenda;
  • The UN Committee on the Rights of the Child should monitor the PKK's use of child soldiers;
  • UN Special Rapporteurs should examine the cases documented in this report.

7.4. To Social Media Platforms

  • Immediate removal of accounts used in the PKK's digital threat campaigns;
  • Cooperation with law enforcement to identify the perpetrators of digital threat campaigns;
  • Establishment of effective complaint mechanisms for victims of digital threats.

CONCLUSION

This report documents the grave human rights violations committed by the PKK criminal organisation against Kurdish communities in Europe during March 2026. Ranging from the abduction and killing under torture of a Swedish citizen to child abduction, from physical assaults to systematic digital threat campaigns, this picture demonstrates that the security and freedom of Kurdish communities in Europe are under serious threat.

EKRW calls upon all relevant states, international organisations, and civil society actors to take immediate action to protect the fundamental rights and freedoms of Kurdish communities. International law imposes upon states not only the obligation to refrain from violations but also the obligation to effectively protect individuals against attacks by third parties.
